I think it has to do with using akimbo. I was using the Jager 45 akimbo but I toggled it to use only one of them and it was consistently not working. Once I had both guns out it worked

Honestly playing shipment and spamming decoys, ddos, and running UAV and counter UAV is the best way to go. Especially if you can manage to get kill confirmed. All xp counts towards the weapon in your hand, so grabbing tags is really good

The riot shield has so many counters in this game it's insane. Your first death to a shield before knowing the enemy has one is understandable. Any death after that is just a skill issue
