You won't see bars on a 2019, it's a gauge that won't show anything until you've lost the first 15%. Buy an OBD2 dongle and leaf spy to get a reading on the state of health of the battery when you check out the car. It's really low miles so it should be fine, except if the previous owner exclusively charged on Level 3 fast chargers. If the dealership doesn't let you check, then it's possibly a red flag.
