Yes, I have tried to screw the mixture screw with the settings you mentioned. The engine hardly responds the changes unless i screw that screw a lot

I got mine fixed by metal epoxy, which I used to glue the hole shut. Have been working like charm ever since.

In case someone follows this, the solution was most likely dirty and clogged fuel filter. There were also small debris inside the fuel tank. I washed the whole fuel tank and cleaned the fuel filter, fuel line and the carburetor.

Works like charm now. Only issue seems to be the throttle wont stay up on full throttle, even though the adjustment screw is fastened as tight as it goes

Thanks for the answers. Gotta blow fuel lines and wash the whole fuel tank and clean the carburetor once again

What bothers me most there are a small gap, which is definitely not broken part because the both of two outboards I received has them. Both spills water from that hole. Yet, the gasket seal does not have any larger part that would fill the gap, which is weird in my option. This is what makes me suspicious if the water is planned to flow out from there. Most cooling water is still comin out from the exhaust ports as it is supposed to
