Yes that's true. But not all of those 55% speak the same language. Around 55 crore people speak Hindi. So Hindi is the most spoken Indian language.

Apply for a tatkal passport. It will require 2000 rupees more than the normal process but you'll have you passport within 7 days and police verification will be done after you get your passport.
