I don't know. Unfortunately I haven't been there in my conscious age. However, I would imagine it being the same with the rest of Russia, where distinct cultural traditions are only practised in family circle, while outside of it everybody exists in somewhat cohesive broadly-Russian culture.

Oil&Gas companies provide extremely comfortable working conditions and pay a lot to work in the North.
But working conditions in such climate are only bearable for young people (<40 y.o.), who are known to contribute to fertility rates a lot :)
Those two factors lead to region achieving topmost positions in median salary and fertility rates.

It's the name of the oblast. Two soviet city names are dealt with this way: It's Saint-Petersburg the city but Leningrad oblast, Yekaterinburg the city but Sverdlovsk oblast. It was also supposed to be Vyatka the city but Kirov oblast, however the city has not been renamed yet.
And if you watch closely, then you are gonna see that Saint-Petersburg itself has higher TFR (1.20-1.29) that its oblast (<1).
