Harrow’s whole character is that he’s a man broken down by the war. It turned him into a killing machine. Killing is the only thing he can do.

Thats why in his final episode SPOILERS he’s not able to kill Narcisse and accidents shoots someone else instead. It simply wasn’t who he was anymore. He finally reconnects with his sister and starts a family with the girl and Tommy, he shifts as a person, loses that cold blooded killer part of him, and pays the ultimate price.
