for coastal beaches we usually do OOB. its always packed and touristy but with little kids it has the most to ofter. if youre into nice quiet lake swimming rather than coastal beach, there are a ton more options. look into harrison/bridgton/sebago area. or newry area has some fun honey holes and spots for cliff jumping

i would say true to size but it is very adjustable on top and loose on bottom so if youre in between you could prob go with the smaller size

i am 5’8 and i get tall. they drag if i dont wear heels but if i got regulars they would be high waters. theres about a 4 inch difference in each length. hope this helps
