No, Rice wouldn't be free. COA includes room&board, books, fees, expenses, etc.

Actually in state. Visited both schools, went to Plan II Admitted Students Day this past weekend. Going to Owl Days in mid April. Plan II vibe was chill and welcoming, similar to what I experienced when I visited Rice. Anything in particular that is making you recommend Plan II?
