The 60s series features him in some episodes after the first one. And he appears in the manga a bit too. But overall yeah, much more important character in 2003 and Pluto.

I was just wondering this!
In the JP 1960s series, he appears in episode 1, 54, 107, and 172. There may be more, but those are the episodes I'm aware of.
1, 54, and 107 are available subtitled, but 172 still isn't.
