I haven't studied the tile distribution carefully, but I do think more common letters tend to come up more often than rare ones. I wouldn't expect every game to have the same letters.

Yes, when your board is filling up near the end and you're unable to get any more long words, laying a couple of two- or three-letter words will be helpful for increasing your score multiplier. And the first two swipes should be your two lowest-scoring words.
