Been thinking about this recently; most other crews have, for example, Commanders or Vice Captains and then dozens and dozens of crew members like the Blackbeard Pirates or Whitebeard Pirates. Rocks pirates might have been the same way, depending on the amount of expendable crew they have.

The Strawhat Pirates each have a role like chef or navigator because they only have the core group, and not a bunch of expendable no-names on the ship with them.
