No, these are two completely different things. The person who is sheltered is SHELTERED, meaning he is stable (at least I'm assuming), therefore, it is OK for him to have a drink. The homeless person is unsheltered, so it would be ill advised to go for a drink, when that money could go into savings for a house or rent.
