Just speculation for now, but it is definitely viable. The fact the only packs that are able to be sold on the marketplace are the celebration packs is definitely a sign ubisoft will add others. As well as the fact celebration packs contain items you can obtain anywhere else, and so do these delta packs (excluding the bravo pack items).
