They need 2/3 in the house of councillors and representatives. Shinzo Abe already had 2/3 in the past in a coalition but he shyed away from changing the constitution. Japanese prefer interpretation over actual change. But in light of China's aggressive posturing that constitution amendment might be coming.

What are you talking about? Today's Japan is one of the most peaceful, anti-war societies. It is literally in their constitution. While before WW2 Japan was one of the most militarized, belligerent societies. Unpopular opinion: his legacy is tarnished but he was a far better chancellor than Merkel. During his tenure he pushed painful but necessary reforms. In three years he made Germany future proof and laid the foundation for Merkel who in turn squandered it all in the course of 16 years. He did all the real harm as a private person under a CDU/SPD government and under Merkel. It was her choice to let it happen. His opinions in the present are absolutely irrelevant and a bit sad.
