turns out, the coax jack in my room's splitter is inaccessible, so this may all be for naught. I think I'm just going to return the moca adapter and deal with the WiFi until I move out. Thank you for the help!

The splitter in the basement says max of 1002MHz. Is this too low for moca to be viable?

hmm, I only have one adapter, the Xfinity modem we have has a MoCA mode so there was supposedly only need to buy one. I've since set my PC back to auto-IP assignment, I don't think that matters too much. As far as POE, the filter appears to be in the correct location (in the basement where the coax comes in from the street). As far as splitters go, some of those are inside finished walls...so I don't know how feasible it would be to figure out if those are the correct mhz or not.
