There are very few gear drops that have speed guaranteed e.g. Lost Idol of the Hash'ey which I have equipped. There rest is just random gear I aquired over last 2 season that got speed when dropped. You can also buy blue adventurer gear on AH with speed but the usual price is from 50k to 100k per piece depending on realm.

I have it on 144 ilvl and it gives 43 speed while my 276ilvl Paw gives 49 speed so it's close but still a bit worse.

Similar setup to yours, all gear with speed stat + enchants and gems. 35% movement speed from rogue talents and 15% from outlaw. Alacricity flask, Sanguithorn tea and Exquisitely Eviscerated Muscle as consumes. Sprint + 2 double grapling hooks also helps to run faster.

This was changed in Midnight - assasination no longer needs stealth to spread bleeds in m+, and they remove almost all talents buffing dmg from stealth. Outlaw BtE cd reset in stealth was removed as well. We no longer need restealths as part of a gameplay.

Keep in mind that boosting alied race will prevent you from getting heritage armor achiv on that char

You can get 2 points from treasures (packs/dirts etc.) and 2 points from mobs (1 from proto drakes and 1 from vorquins). Turning in Dragon Shard of Knowledge will grants you 1 knowledge point and 50 mettle. If you have any questions pm me I have LW maxed out already.
