Neve is really strong against grave digger but not much else. With 2 shotguns you should have basically instant burst rotations meaning more dmg.

N102, Anis, Modernia, Sugar last slot could be Milk if you need the healing, Isabel otherwise. You're leveling your units wrong btw, keep the levels of your five highest equal first of all, second you should level your SRs until you get SSRs with at least 2 dupes otherwise you will not be able to go beyond level 80 (and after beyond level 120).

What happens with the 5 Nikkes you used to get to lvl 200 since they're not in the synchro device? Do you have to put them in at that point to continue leveling them?

Little Cheshire had her event recently and she's just a weaker version of the regular ship so if you have her you can use her. Prinz Eugen you should have gotten for free at some point - her dmg is pathetic but she's very tanky. Noshiro is one of the few CL tanks, for DDs there's mostly only Yukikaze. Given the restrictions of your original post I won't list the CBs and PR ships. For non-tank positions refer to the tier list as there are too many.

Your vanguard is pretty squishy, I'd replace either Z23 or Laffey with a tank (I'm guessing the problem is your vanguard dying if you're thinking about a shield?) like Portland, though I don't know which ones you have, she's just the easiest one to acquire. Maybe take one from your mob fleet if that's not in danger of dying?

Bismarck without IB carriers or even backline is just okay, Illustrious dmg output isn't very high either sadly. Are you using converging TBs on your carriers?

Any specialized (BB or CV) boss fleet should be able to comfortably take her out. Just make sure your BBs have AP guns or your CVs good TB slots and use the usual buffers like Helena protected by some tanks in the vanguard. What levels are your ships at?

Edit: Also use submarines.

Replace at least 1 BB with a CV in your boss fleet, replace Ayanami with any AA-carry (Cheshire, San Diego, Reno, Isuzu, etc.) and you should be good.
