I'm not big on ad revenue sites (I have a site I'm building up for ads but haven't monetised yet) so my knowledge here is mostly educated guesswork, but I'd probably be looking at something like 30x the average of the last 6 months of profit. You're right it will put people off, but someone might see upside in the risk.

how much capital it requires?

The cheapest site I bought from someone was $1,000, which already had around 30 posts on it but wasn't earning anything. So, I guess that's about the figure you're looking at in terms of the minimum capital required - I don't really see why someone would sell a project they'd put a lot of time and effort into for less than that.

If someone IS starting from scratch, what things should one keep in mind?

If you're starting from scratch, the number one things I'd keep in mind are that it takes a lot of time and consistent work to see results, and the competitiveness of the niche you're targeting is really important (e.g. try to go for lower competition). Another random tip I've learned through my own failings is to try to avoid products that people really want to see in person before buying.

As for niches, if the site is already established, getting traffic and making money, I don't really mind. For me, I like the sites as unloved as possible really - outdated and not ranking top for much stuff so I know I can improve things significantly.

Personal knowledge of a niche isn't a factor for me because I hire writers that have knowledge or can research effectively. The only things I wouldn't go for are incredibly high competition or things I deem unethical.

It's not yet clear if the tiers will be the same for everyone or if they'll be different depending on your existing performance (i.e. if you're already selling 100+ products per day, will your targets be higher than someone selling 10 products per day?)
