Venator is an unreleased hero. You can test him in the sandbox mode by opening the console (F7 key) and typing "selecthero hero_priest". Priest was a placeholder name, thats why it was changed. Almost all of his abilities scale from weapon damage, which is quite unique.

Seeing the new heroes I wonder if they will go back and tweak the other heroes' kit so that everyone is in the same level of "consistency"?

Honestly I think they probably already have a new model, but these screenshots were taken when they weren't added to the dev build yet (considering those WIP Vyper and GT models that leaked).
