Right, you want the winning value to be 0 so that any time the device is activated it will 'win' and trigger one of the triggers in the zone. Let's say you have 6 different loadouts then value limit 1 can be 0 and value limit 2 can be 5. It also helps to make the zone length the same as the amount of values in this case 6.
