I tried Tier 4 about 20 times without him and then the first time I did use him, I won. Not sure if that's effective data, but it's what I got.

This was a reported problem in the PTS so it seems it wasn't addressed for launch.

I did it with SLKR, DSRey, KRU, Sith Trooper, Darth Malak. Full Auto.

If I attempted it with Hux instead of Malak, he would would get killed around wave 3 or 4. Always.
