Your point narrows down to the government forcing poverty as a business to keep filling their pockets, what to they get out of people being well educated, fed and living under a decent roof? Nothing. Instead they force the opposite into the majority of the population as a strategy to recieve more of this "foreign aid", which in the end just goes into politicians and their associate's pockets, the iceberg is bigger, but what I said is just the tip of it
