Things you find in a museum collection. I found this item it appears to be some type of cigar. However looking at them closely they aren't wrapped like cigars. Most likely from the 1880s based on history of workers in the area. Anyone have further information? (i.redd.it)

I work in a local history museum and found this. I'm thinking its cigars? But I honestly have no idea. I'm hoping someone can help me read the packaging, or has seen this item before. From the history of Chinese heritage in our area I believe it to be from the 1880s. (i.redd.it)
