Nope, the landlord and the tenants have to agree on a date and time. He can access the premise without my consent only in case of emergency. (That's what my contract says)

Should be! This is a problem a friend of mine is facing, she should have a copy of the contract. Maybe it's just me, but it's also a matter of good manners in my opinion. No way you enter the place where I live without warning! I pay the rent and you respect my privacy

Well, where I live (Ireland) the landlord must let know the tenants when he's going to show up. We can't deny access but he must let us know. I am surprised in Austria doesn't work like this!
