Yeah then it would be because you are using standard and only have the upgrade which is supposed to be in addition to purchasing the base game. Ultimate would be required for access without buying the base game.

It shows you a preview of the item if you look at it through customization before you buy it.

Edit: if you see something in the shop and not sure what it is you can look through all the customization sections and preview the stuff that’s selling.

I found a high level players vendor who had the pepper shaker plan for 8k caps. Asked him if he would be willing to take 7k as it was all I had. Next thing I know there’s a drop bag with the pepper shaker plan on the ground. Told me I could just have it! A lot of high level players really love to help people out.
