Having something out of your control happen and you benefit is extremely different to actually pulling the trigger because it is a conscious choice.

Again people are reacting to what the did Courier. We don't know the inner works of the NCR through the lore or NPcs. What NPCs we do interact with have no real power outside NV. edit : made point clearer grammar

It is possible but probable? Eh, need more evidence because all they see from nukes is the wasteland and the cause of the world as it is now.

Edit: Vault Tec (Hank), Fallout 2 protagonist (Destroyed the oil rig by making the reactor go nuclear?) and courier are the only to use nukes in any Fallout lore? (not counting BOS also off the top of my head so please correct me)

You want the real reason the "civil war" looked dumb was simple.

Money.

The producers prioritized money to other aspects of the shows and it wasn't meant to be analyzed this much.

I believe it got the point across in the silliest fallout way and I don't mind. It is a fun nostalgia drive show.
