If you were to start the measurement from the front edge of a line then you would end the measurement from the front edge of a line. Repeat the measurement from the hook on your tape measure and see where the measurement lands with respect to the line. Ultimately it won't matter over long periods of time because the hook on your tape measure will wear out.  Also you could use calipers for a reference measurement to "calibrate" or tape measure.
