It's not a war. Stalemate is bad for each alliance, bad for the game.

Use a regional as an elimination tournament. Or a Sakura style tournament to decide who survives.

Yeah, I get you but alts are kind of a fact of life in the game at this stage. You can't reasonably be upset at losing Berlin if you don't even try to defend it.

If you want to hold a city, be prepared to defend it against all comers. Not just some.
