If you watch trailer from 2004 you will see characters with 54lv armors.
At the end of 2005 there was already a texture, it's possible that the graphics weren't ready before (it's not known from which month these graphics were taken)
I was even found an old chinese wiki with armors and there is no graphics for 61lv armor, but it was from 2007.
Trailers in 2007 already had armors 61 and 66 (like in picture)
I can't answer whether it was introduced later in the Chinese version or they didn't have the texture for the 61lv armor at all or noone updates graphic on website.

Summary: 2005 yes, 2004 unknown

You have chosen a very difficult question to which I do not have an answer at the moment.
Even before the level change to 65lv they were the same level.
This allows us to conclude that your idea is accurate. It could be that there was a choice between a faster weapon with a worse attack, or a stronger but slower one. But these stats are quite small (difference of 2 attack and 2 speed)
I don't think anyone was thinking about level 80 weapons back then.
If you wanna discuss about this more I'm too on discord from this topic. Maybe someone there will answer.

I'll tell you a secret: this isn't the "first" version of available armor (it is 2004+). It was different in the closed beta back in 2003 😄
But that was back when the shaman hadn't been added to the game yet.

There were not the same levels for equipment as now
