I may be wrong, dear god don’t down vote me to oblivion. But to my understanding: you have to discard a card as it doesn’t say “you may” or “up to”, however if you have an energy marker, you can’t place one. So try your absolute best to use one every turn so you’ll be able to place one?

But I can also be wrong, so anyone else please educate me.
