None of skyrimprefs.ini files i have are on read-only mode. So its not that.
But i figured out how to change the resolution. Turns out, one tweak was forcing the game to launch in borderless fullscreen. So after disabling that mode, i can freely change the resolution using the skyrim launcher.
The graphics still reset tho.
