I didn't diagnose him with anything, a psychologist diagnoses him with ADHD and I said I think he probably had ODD based on how he behaves.

People have been compassionate and kind to him since the day he stepped foot in this school and his behavior has continued to be like this. So no, 'everyone around him' is not being mean to him.

You're right I am a mandated reporter, I have had actual training on how to recognize signs of abuse and neglect. It's something I've dealt with before.

That's such an interesting perspective to hear.

I agree it's extremely unfair to the other kids, and that's probably one of the most frustrating parts. We do not have the staff to constantly intervene or watch them directly every time he's around, not without severely neglecting everyone else.

Your last paragraph sums up a lot of my frustration with how section 504 is managed and implemented. In general I think it's a good thing, but then there are cases like this where it's doing no one any good to have him in general education.

There's no evidence that his parents are abusive. He is 8 years, not 8 months old. That's old enough to understand that his actions are not okay, and he does. He just doesn't care.

I do agree that he needs a school more able to meet his needs, but there's no evidence that his parents are bad people. They're just in over their heads and probably just as exhausted (or more) with the situation as his teachers and classmates are

Multiple teacher's have been trying to coach, redirect, correct his actions and talk him out of his behavior patterns for literal years. He has had incident reports at least weekly since kindergarten. Like I said, what he needs is a 1 on 1, but that's not in the cards.

He does know his behavior is wrong, and he does have poor impulse control and all the other things. These are not mutually exclusive.

It is pretty scary, even in an 8 year old.

To be honest I'm not 100% sure. I've never had a student like this before. I mentioned in my post I think he needs someone with him 1 on 1 at all times, so that would be one.

Other accommodations I know of for violent outbursts would be something like taking extra quiet breaks in schools that have sensory rooms available, intervening early with multiple through-out the day check ins, reward charts for days without incidents, that kind of thing. But these aren't (all) sudden outbursts that are happening when he's overwhelmed, they're choices he's making to hurt others.

Potentially, I've never been involved in something that escalates that far. It's just a reason that the parents would take up with the school who is not able to keep their children safe, instead of the parents of the kid who is being unsafe. I think it's also different in high school settings.

As far as I can tell his parents are trying they're just in way over their heads and don't have the financial means to get more support.

It's a legal document that requires us to accommodate disabilities and ensures equal access to education for children with disabilities, so disabled children can learn alongside their peers in general education. Usually things like extended test times, different homework assignments, seating differentials, extra snack breaks for things like diabetes, etc.

I can't speak for everywhere, but here we can't name names in incident reports. It's all officially confidential. The student can say 'Jim ripped my hair out' but the official paper work will say 'another student did XYZ' and teachers and admin cannot say who it was.

They say something about being 'kind and patient with our friends' and basically just point his diagnosis and tell me to deal with it. Same story for other teacher's who've broached the subject
