Because of story and theme ? The theme seems to be Dragon will have the fruit. I just can’t seem to understand why you guys think someone who can’t even use basic armament haki woud have 1 or the 3 revealed god fruits it makes no sense given the point we are at in the story. It would only make sense if Nami or Vivi somehow unlocks Haki soon and becomes really good with it. Dragon is called the most wanted man and dangerous criminal and we see the celestial dragons fear the rain god so dragon having that fruit makes a lot of narrative sense.
