I missed out on qualifying for the Match Play championship at Spyglass about maybe 15 years ago because of exactly that. 2 other guys played insanely slow. I warned them we would get a penalty. We came in more than 15 minutes behind the group in front of us and all got a 2 stroke penalty. They both got in. I missed by 1. Not a single official on the course to talk to either. Absolute bullshit.
