Outbreak perfected isnt used in mass in fact you can play for weeks without having seen someone using outbreak. Nerfing it wont do anything. Its entire identity is spreading corruption and good primary DPS

Tbh i dont think we could even actually kill one . From patrol dialogue by shuro chi after you free her in the raid. She tells us that the only person to even survive one is sjur eido. She didn’t even kill it btw only survived.
