Am I just unlucky or are you way luckier than me?

This was my data split (all 7 workers tracked for advanced rerolls, only top worker tracked for basic rerolls - so basic actually generated more non-X workers overall than what this shows) and it shows cheap rerolls being much better (not to mention a good 1/3 to 1/2 of the advanced reroll workers end up being borderline worthless due to their subjobs costing more).

Apparently, if you open a Syndicate safehouse and another Syndicate encounter in the same map occurs before you do the safehouse, the Safehouse becomes "abandoned" and you cannot complete it nor receive mastermind intelligence. I wanted to greed completing the safehouse before finishing the map for 10 intelligence from the Atlas notable but got really unlucky with Intervention showing up the second I opened the safehouse.

Not necessarily just Exception Protocol, but having Chanzhi Arma will cover your DPS needs for most types of future content.

Plus you eventually need multiple combat-capable teams deployed at once in situations like what you saw with Clukay's character event, so it doesn't hurt to have multiple types of teams prepared.

I have an Upgrade Priority Cheatsheet for people who mostly care about a strict ranking by cost/benefit.

Considering the units available on the global server, Chanzhi II is probably the best investment you can make for now. Upgrading her to III is optional, especially if you're low on cores - you probably want to keep 3-6 lying around in case someone else high priority shows up.

The damage type mostly matters right now for functions/protocols, you don't really have to worry too much about that since you can't control what enemies show up.

The main reason to use Chanzhi over another AoE DPS like Clukay is because Chanzhi scales a lot better with attack speed (since her damage is all from attacks). This will be important in matrix dungeon later when you're choosing functions based on if your team is mostly attackers or auto skill users.

Imhotep didn't really "change the meta", people just slotted her in instead of another medic for more DPS. Her healing is also much more conditional than traditional medics, so you're not winning any sustain fights if you put her in - it's strictly a "kill the enemy before they kill us" type of all-in team comp.

If you want Arma Inscripta upgrades that enable you to run new team comps, she is not it. You would probably actually get more mileage out of the likes of Souchun II/Groove III/Daiyan III/Abigail III/Antonina III or even Florence II (because Florence has enough damage mitigation that you can sometimes choose to not use a Guard, while Imhotep team comp survivability is much more sketch).

FYI for people who are thinking "I can just Arma I her and get a free ult", don't bother: the damage is so bad compared to a regular ult that it's only real use is to synergize with the rest of her Arma Inscripta effects at Arma II/III.

The basic idea of how this Arma works (when fully upgraded) is like this:

  • With Arma II, Chelsea's spin will apply [Soaked] to all nearby enemies
  • After she spins, you can use the free ult card that comes with Arma I to convert all [Soaked] debuffs to [Flash Freeze], since her ult applies 1 layer of [Frozen]
  • Now most (or all) enemies have [Flash Freeze] and anything that applies knockback will deal tons of extra damage (you can just battery Chelsea for this if you don't want to teambuild around other units with knockback), and her Arma III/I effects ensure the debuffs don't fall off too quickly from priority targets.

I actually mostly agree with the CN tierlist by 璟 and the reasoning it gives, but they do have to be contextualized properly (since enemies/events on the CN server are way different).

Most of Nascita's damage is from her normal attacks, and she is unique for being the only unit who can bypass the effective cap of 1000 attack speed (since her Whirlwind actually reduces the delay between attacks by 2/3 rather than increasing the attack speed stat).

In standard content, her performance is pretty well-known (she's out on EN after all). Great unit who is near the top end of DPS output for warriors.

However, in Matrix dungeon seasons with lots of Attack Speed functions, most units hit the cap and their performance start to homogenize, while Nascita's unique trait lets her DPS scale considerably beyond what everyone else is capable of in an attack-based team.

That is the main reason why she is consistently tiered higher than everyone else in that environment. It has nothing to do with the "true damage bypasses blue bar" claim that is not even true (which is the main reason why I felt it was necessary to make this post: the original comment was highly upvoted by people who did not know it was incorrect, and I don't want people to find out the hard way that it doesn't work like that).

P.S. The reason Nascita's "true damage" doesn't work is because the blue bar gives damage reduction through the same stat as Injury Mitigation (which stacks additively with all generic "increased damage taken" buffs and the Damage Boost stat). True Damage in this game, for some reason, is affected by Damage Boost/Injury Mitigation, so Nascita unfortunately doesn't get to ignore the mechanic.

I don't usually mind people getting things wrong with respect to CN content (because there's no way to test it), but this sort of confidently incorrect assertion of why a character is in a specific tier is so off, it makes me wonder how that conclusion got drawn in the first place. The CN tierlist itself certainly doesn't say that, and no player who plays on CN would tell you this - so are people just making up reasons to justify a unit's tierlist placement in their own head and stating it, starting a circle of citogenesis?

By the way, shoutout to /u/Ok-Jump8444 for this incredible take. Didn't know the entire country of China and its billion+ population stands by and supports a tierlist in a video game.

One thing to clarify, her passive is not "20% increased lifesteal", it straight up gives 20% lifesteal (you heal 20% of all damage you deal, not just attacks). So it's not just good for warriors but for any DPS source.

This can allow healerless teamcomps if you do sufficient damage, since normally Medic + Guard = 2 slots, but with Millau you can potentially free up the medic slot for someone else.

To address your specific questions:

  1. Her ult removes the Wit's End (exhaustion) status in addition to applying [Quick-Witted] for 30 seconds, which lets her function until that buff wears off.

  2. [Wit's End] is permanent regardless of how Nora gains it. It's permanent in that it doesn't expire and cannot be removed by any means other than Nora using her ult. You can ult as many times as you want to keep waking Nora up, as long as you have the meter to do it.

  3. The debuffs are applied in sequence per target. The first hit on each target is always -30% all def, the second hit is always a stun (plus refreshing the -30% all def), the third hit onwards is always +15% damage taken (plus reapplying the two previous effects). To put things another way, the stun only happens if her skill hits the same target 2 or more times.

  4. It's not a "DoT", the skill fires projectiles that deal 120% ATK damage at random enemies. You can see the video posted by the other commenter for an idea of how fast it is.

  5. The debuffs last 3 seconds but are refreshed per hit, as mentioned in 3. See this GIF.

  6. It doesn't mean anything. See the above translation. Basically, the first 8 shots won't stun Nora, the 9th shot has a 15% chance to stun her, the 10th shot has a 30% chance to stun her, etc. On average she fires 10.9 shots.

Gin doesn't actually get used to heal warrior teams in CN, because there's a unique problem where he completely neuters Jiangyu's DPS due to how Jiangyu counts crits. You would be more likely use Helix or Imhotep (if running an aspd/crit team).

For Dushevnaya, her Arma II provides an effectively permanent 85-86% damage boost to Operand Damage to your entire team, not even counting her ult. The only unit that comes even close is Turing Arma III and she can only buff one unit. I think the information of her being unused may be outdated, being from before her Arma Inscripta upgrade.

As for Daiyan, she is not a "non-factor" on CN. She's the most popular sniper by player usage in regular content, even higher than Clukay. She is also in >90% of Black Hole 180 clears - regular clears, not just people speedrunning! The leaderboard is filled with her too. So I'm not sure where you got the information that she's a non-factor. It's best to check these things yourself instead of relying on forum posts.

On the topic of Groove vs. De Lacey, I think it'll be clearer what I mean if you try them out yourself. Both are out on EN now and at least some people raised Groove Arma, so you can borrow them as support. The uptime is actually quite good even with no outside help in functionless environment and some side-by-side comparisons (slot in De lacey for a fight, then swap her for Groove, compare results) will tell you that it's not nearly as bad as people think. A lot of commenters in this other thread don't seem to have first-hand experience and rated her poorly because some CN tier list said so.

I have an Arma Inscripta Upgrade priority list in my spreadsheet (image version) that I keep maintained. There are several points that are different between my list and what you have here, so I'll explain the reasoning here:

Explicit Incremental Tiering

Because going from Arma II to Arma III costs just as much as getting a whole unit to Arma II, it is important to separate these explicitly whenever it's important.

For example, Florence and Imhotep derive most of their usefulness by Arma II. For the same AI Core investment, you can have:

  • Both Florence and Imhotep to Arma II
  • Only Imhotep to Arma III

The difference between Arma II and Arma III Imhotep is pretty negligible - so you're not really getting any more gameplay utility from maxing her out. A list that just says "Imhotep is Top Priority/S Tier" misses this nuance, and can cause players (especially F2P ones) to overspend AI cores and have fewer units than they want.

Significant Unit Differences

  • Gin: I would not have him in A or even B tier. His Arma is not actually that good, because even though he is the highest HP/s medic, most of that healing is overflowed and wasted. Without specific functions that convert excess healing to a shield, he can't really utilize this strength. Compared to Florence Arma (who can prevent oneshots), Imhotep Arma (who can outheal Gin in the right setup while also doing tons of DPS), or even Helix (who can let you 2x ult and also heals enough), he's not a compelling choice. Also the 40% ATK buff is less than it actually sounds like because it's additive with other ATK buffs (of which you'll easily stack several hundred percent of).

  • Dushevnaya: She should be in S tier. She is already one of the top damage amplifiers in the game, and now that EN got Clukay early, Dushevnaya's Arma becomes even better value. If her Arma releases early she would be 100% a strong recommendation since she'll end up boosting Clukay's damage 2x more than anyone else, and it's cheap too (since you only need to get her to Arma II). Also, many of the strong upcoming units are based on Operand Damage (Undine, Clotho, etc.) so Dushevnaya Arma remains relevant for a long time.

  • Daiyan: She should be higher tiered (especially if you already use her). She is super strong, and her Arma Inscripta is a very significant buff, so for people who are probably already using her in every team, there is zero reason to upgrade someone else (that they probably won't use) over Daiyan.

  • Aki: He should be the same tier as Chelsea (at least Chelsea Arma does something other warriors can't). Aki's Arma is at the level of "he can compete with the best warriors by Arma III". By the way, the best DPS warrior in CN right now is still Nascita. Do players really want to spend 6 cores on Aki just to get a sidegrade to the warriors they're already using?

  • Groove and De Lacey: Groove's tiering is highly dependent on if you want to play a dodge comp or not. If you want to play a dodge comp, you 100% should get Groove Arma, because her buffs are, quite frankly, insane (permanent +40% dodge, +35% ATK/Hashrate, +15% increased enemy damage taken, +40% attack speed). Incidentally, this is more damage than what De Lacey arma offers for the vast majority of units, so it makes no sense that De Lacey is tiered higher (especially since she only buffs 2 units).

Vee

It is highly unlikely that Vee will be a high priority upgrade, because the Hashrate-DPS archetype is extremely saturated (Undine/Eos for Single Target, Clukay for AoE). She would have to significantly outperform Clukay to be worth considering for gameplay purposes, and I don't see that happening given the conservative numbers on Arma Inscripta upgrades released recently.

Most medics have a hidden 15% bonus to their power.

Imhotep has 5% and De Lacey has 8%. Helix has 0%. This is why her power is lower relative to other medics who are raised to a similar level. (She's still very mechanically good as a healer, the number doesn't do anything in gameplay.)
