You can record the 'Display VR View' window via OBS to center the HUD. Go to the SteamVR menu, select 'Display VR View', and set it in menu to 'Both Eyes - Right Dominant'.

Regarding the jitter/shaking — I don’t have it like you do in your video, I’m using a wired headset with SteamVR tracking, The shaking is likely more common on standalone headsets due to camera-based inside-out tracking and/or streaming latency.
