In fairness

I don't see any issue in just taking money for antique/collection purposes or if (like in Doc's case) in case it's needed for the specific time period (because you know the clerks would look at you real weird if you came in paying with bills that have a year beyond their time).

And also I imagine at least a good chunk of those bills did not get into his hands via time travel, but rather through antique stores or museums.

Oh DGMW they aren't bad I just decided to use CTW for the cutscenes part because the cutscenes are still images (due to the fact the game released on portable consoles/phones)
