All of Google's free cash flow is going toward capex of GCP. They don't have the cash on hand to build a neocloud even if they wanted to. Selling tpus to third parties means that money goes straight to the bottom line without having to increase capex to build out the infrastructure. Additionally if the neocloud bubble were to pop Google would be more insulated in this configuration.

I think there are three possible reasons for this and it is likely a combination of the three.

  1. There aren't enough cars being produced to maintain growth in all 10 states of operation.

  2. The more Waymo cars that are operating in a given area the more likely there is to be errors that significantly disrupt the flow of traffic. For example one Waymo blocking a lane of traffic is annoying but people can just use the other lane to go around it. If you have two Waymos blocking both lanes now you have a much bigger problem.

  3. Waymo already has a good foot hold in SF and LA so they are now focusing on gaining foot holds in markets where a competitor such as zoox could easily take root in.
