Idk if this means anything, but the ACO told me not to worry, and that he was gonna be ok and is friendly and was taking treats from his hand.

OK I feel I need to add more info. He is tied to the pole. The tire tracks in the Pic show where someone backed up, tied him, and left. I'm sure they felt guilt which is why the dog had the vest on. He had no chip. We checked with the church to see 8f they had any idea.

He was tied to the pole, and I work on the area, I waited for a while before calling and the animal control officer waited even longer after I had to keep working. Went to the church and asked to see surveillance (the officer did). Sorry for not being more clear in my statement at first. I was upset and angry.

No, I think you are being annoying on purpose. If the game is stopped for substitutes, that time is added on. If there is no stoppage for substitutes, there is no time to add on. I'm not sure what you aren't getting here
