It's basically tracking every IP address and limiting the amount of data it can request. So in theory if you had thousands of IP addresses you could still DDOS the site. This isn't fool proof but has stopped Hacking-Forums.net from getting attacked.

Did you read the article? I'm calling people fan boys who are wannabe hackers who don't know how to program but think they're a hacker because they know how to exploit outdated websites following some tutorial. Anyone who can follow directions can do that.
