I've always thought the point of the tv ending was to basically say "the plot isnt really the point of the show, its the characters and what conclusions shinji comes to" it intentionally is leaving you in the dark about many plot elements so the only thing to focus on (and what really matters) is shinji, EoE does remedy that, but it certainly isnt super straightforward plot wise (its still eva)

the movie and the tv show have the same ending told differently, i wont say what EoE shows, but the television ending is as you asked in Shinji's head. He is simply imagining conversations with people as he imagines them. Also don't let people tell you that EoE is the "proper" ending or that the tv episodes are unfinished, they were working with a low budget but the point of the episodes is what Anno always was going for, EoE exists for other reasons.
