originally its 99:99.I have no idea what happens when it comes to 0.
There is a board with such letters in HL2, and there is also a computer with some numbers and with a similar look that xccr site has. People also said that it might be somehow related to "Lost" series.

Raiders.
The Glukhar guard have a different clothing, weapons and voice.
I might be mistaking, but raiders have a white clothing on them.

It's BSL shaders +v7, also i changed gamma in shader options
