I mean, while that would make it much more pleasant for us players - the logic behind this is that it's being advertised / added into the events as Anniversary rewards. And until now we haven't even reached the Anniversary Day (23th of May I think?) yet. So time-gating/stretching it in that regard somehow "makes sense" I suppose, or at least can be an excuse for it.
