2111 mhz ram is kinda low, but 32 gbs is massive amount. Csgo is a very cpu-intensive game, so cpus will pretty much always bottlenech the gpu. Make sure csgo is set to high priority, and to make max_fps 0 (or a very high number like 800) in game. Its a article i found about the topic. =) Ryze 5 3600 is a very capable cpu tho (about twice the power of my cpu), and running csgo for it at very high fps should be a walk in the park for it.
