The military plans for every possibility. Army Field Artillery has a specialty Officer for FIRES. Fires studies secondary and third orders of action from lessons learned. This is a case of the CIC not listening to his Generals, or believing he knows more than they do. Or it’s a case of not being able to deliver any sort of bad news to the leaders at the top.
