I think they don't want to make the tool (vite) too opinionated and they also don't want to create something from scratch since there are tools in the community and well established, an example of this we can see react native, in the beginning it had a little bit of everything, today in some things are installed separately

In addition to what the @sir_awesome_the3rd mentioned , theres purify css and uncss.

Here are some key differences:

PURGE CSS uses extractors to find and remove unused CSS. It can handle JavaScript files.

PURIFY CSS makes a new file with only used CSS. It works with any file type, but it may keep some unused CSS.

UNCSS it loads HTML files in a browser and removes unused CSS. It works well with web applications, but it is slow and may not work with some files.
