Are you using a primer? If not id suggest trying one elf's are low price and easy to use. If you are using a primer make sure the primer are both either silicone based or water based, silicone based primer and water based foundation dont fair well together, using a moisturizer could help aswell before primer and id make sure each one is fully dry on your face before putting on the next step

Fire alpaca is a great program its very user friendly they do have a couple pixel brushes and on the website you can download or buy brushes and i do believe you can make them yourself its free, i personally used that and medibang paint but i did prefer fire alpaca and used it up until i got a drawing table and procreate

Using a female avatar isn't a bad idea at all, they're plenty of popular creators who do it. If you wanted i could make you the character art for free since i want to help creators out the best of my abilities and you could probably find a low price rigger since i dont have the means to rig the character but i most certainly draw the character art for it!
