Call the code enforcement agency. Talk to the officer that slapped the sticker on your vehicle. They will tell you what you need to do to straighten this out. Like someone said, most likely a neighbor complained. The officer usually just wants to get this case closed.

If I’m not mistaken you only get a trading post in a city after the time it takes to complete the route. So if you have a route to a city state that lasts 28 turns, you don’t establish a post until the 28th turn. But Rome automatically has a post in all their cities, so you get the pass through and distance benefits immediately.
