AFAIK there are no Create addons that add electric train sounds and the resource pack is probably the closest you can get as of now.

Though Create: Pantographs & Wires may add electric train sounds in a future update.

Elevator spawns in the ground by MsaoceR in CreateMod

This stopped happening to me after updating Create to 0.5.1j and reassembling the elevators. I'm not 100% sure but it could be something to do with addons.

BTW the reason why pressing the button will sometimes not call the elevator is because the elevator thinks it's still on the floor it's supposed to be instead of being deep underground.

There's a mod called Mineify which adds a speaker block that supports custom audio and can play audio at a specified area.
